This module is not useful anymore. If you experience +/- before messages on freenode, upgrade ZNC
The new IDENTIFY-MSG and IDENTIFY-CTCP capabilities of the new Dancer IRCd used at freenode causes the first character of a message or notice to be set to a plus sign (+) if the user is identified with NickServ and a minus sign (-) if not.
This module prevents clients from sending IDENTIFY-MSG to the server to avoid this feature.
Alternatively, freenode now allows to disable those prefixes with /CAP REQ -identify-msg.

There is no configuration for this module. Just load it, reconnect to freenode and everything should be fine.
